I would like to know if I can use images and GIF files for my blogs from google image search, I’ve had a look at your guidelines but it’s not very clear, don’t want to end up getting fined! Better safe than sorry…

Using someone else’s photos/images, without permission and regardless of whether you give the artist attribution, is still a copyright infringement. There are sources for free use images, those would be your best resource. Try a Google search for “free use images.”
Just because you can find a photo/image online, doesn’t mean it’s right to simply take it.

You need to look for the copyright license, like I said before, the owner could claim for the copyright of a content, so you have to pay attention if the imagens and videos are public and free for use. The WordPress.com doesn’t restrict you to use any material, but there is laws to protect the owner.

Some blogs will have a Creative Commons badge on their sites that detail what level of use they permit. That is also a good resource for free use images
