  You have to report it yourself from the Admin bar; report it as Spam.

  It is the gray bar at the top of the page – while you are logged into the account used to post to the help forum here – visit the blog in question then click on the blog name for the blog on the left side of the top bar – you will see “Report as Spam” as one of the options. Fill in the form with as much info as you can, the easier you make it for the Terms of Service group the better the chance they will take action.
