  Before I make any changes to my current website, I was wondering how much the Norris site will cost me?

  If you mean the Norris theme that is really designed for sites hosted elsewhere that use the wordpress.org software. You could only use it here by upgrading to a Business plan.

  Once I start with the Business Plan will I be able to get the Norris theme?

  WordPress.com offers a large choice of themes but if you have your heart set on that particular one then you’d need to purchase it from wherever you saw it on the Interweb.
