cost of creating a wordpress account

  Hi!
  I am an English teacher and my students have always been able to create a site at no cost. I do not pay for my site. Tonight I have heard from students that when they clicked launch it asked for a credit card to cover monthly costs. Is it possible to still set up a blog for free?
