Cost of Domain Unclear

Hello, when I sign up to register my domain name, it says it is ‘$18/year’, but, when I continue forward and it asks me to choose a package, there is no option for this. I choose the cheapest one at $2.99/month, and when I go to check out it says to pay $34 (for the year). Where is the $18/year option, as advertised?

Premium upgrades do not include any premium themes which are all individually priced one time upgrades.
