  Hello, I am making a proposal and had a question about cost. If I want to suggest a company to use a plan that includes plugins, say the Business Plan, would the cost of transferring an already owned domain be included with this plan, as well as other setup/initial fees? Thanks!

  For the first year yes, then the following year you’d pay to renew the plan and also the cost of renewing the domain. See:
