  If I purchase a plan, would I also have to pay for a premium theme?

  Note that when you buy the WordPress.com Premium plan or the WordPress.com Business plan, unlimited premium themes are available without extra cost.

  If you buy the WordPress.com Personal plan though, you will have to buy Premium themes at their individual costs. This guide explains it. https://en.support.wordpress.com/premium-themes/
