With the update to the Visual tab in the Post Editor that option was removed. You can still change it if you know the color’s HEX# from the Text tab of the Editor.
Here’s the full Staff announcement (which was a sticky for a while). https://en.forums.wordpress.com/topic/the-paste-as-word-button-has-been-removed-from-the-visual-editor?replies=8

Thank you very much justjennifer.
it’s so so uncomfortable like this. i hope they will change it back … -
It’s certainly not convenient, but it’s not too difficult to create your text in color A and then switch to the Text tab and replace the existing HEX # with color B.
If you need a list of all the available HEX colors, here’s one for you: http://www.colourlovers.com/web/blog/2007/06/30/ultimate-html-color-hex-code-list

The HEX numbers it’s not my problem – i always have it. and this is excellently how i made it after the change (chose color from the color selector table and the turn to text tub to look for it all over and replace it with my own HEX).
Before the change i just pasted it into the HEX box in the bottom of the colors table….
i hope they will turn it back.
