Could I setup my own “wordpress.com?” … for none profit mini blogs

  Interested in setting up a service exactly like wordpress.com, bloggers would sign up and receive a free blog on a sub domain.

  I am looking at automating the solution and just gather some research.

  We have allocated an appropriate budget.

  Any suggestions?
