Could not change blog address, site already taken but no longer available?

Hi WordPress Support, I’m looking to change my blog address from historymakr.wordpress.com to jeanaustinr.wordpress.com. I checked the latter and says it is no longer available. However, WordPress.com Blog/Site Address Change would not allow me to take it. It says ‘Sorry, that site already exists!’.
Any help? I’m willing to provide more information to verify that these addresses are mine.

jeanaustinr.wordpress.com is no longer available.
The authors have deleted this site.
Once a site is deleted it is gone forever – blog names are not recycled ever, even to the original owner

But how come it says the site already exists? Shouldn’t it be “the site has been deleted but no longer usable” instead?
