“could not create user”

  My daughter is trying to create a blog. The activation email arrived, but when she clicks the link, the resulting window says “Could not create user.” She’s tried multiple times. (This happens in both IE and Mozilla.) She tried re-creating the account, but now WordPress says her email address is already used. Help, please!
