Could not see every Plugin!!!

  Hi all!!!
  I have got a problem i want 2 include a plugin like Contact Form 7 but if i write [contact-form 1 "Kontaktformular 1"] @ the page it shows me only the “[contact-form 1 "Kontaktformular 1"]” and not the plugin!!!
  i have got the same problem with every other Plugin, like NextGen Gallery …..
