Looks like you are currently using a WordPress Free plan. If you are looking to set up a store using WooCommerce, you will need to upgrade to a WordPress.com Pro plan in order to install the WooCommerce plugin.

Hi there,
There’s currently a bug if you try to set up WooCommerce via the Install WooCommerce nudge if you’re still on the free plan. Our developers are working on this, but meanwhile you can still install WooCommerce by upgrading first:
Using WooCommerce requires our Pro plan, so please go to Upgrade ->Plans and add the plan there. Then go to Plugins ->Add new and install WooCommerce from there instead. Once you activate WooCommerce it will take you through the regular setup wizard instead.
Once you have the Pro plan, you can reach live chat support at https://wordpress.com/help/contact if you run into any further trouble with this.
