  Can I download a premium theme and customize it all the html and css code?

  Concerning your question, WordPressdotcom users can activate online any of the 350+ free and premium themes found in our Theme Showcase at https://wordpress.com/themes/

  If you wish to customize any theme’s CSS, you will need to purchase either a Premium or Business upgrade to access the CSS panel in the Customizer.

  WordPressdotcom users do not have access to a theme’s underlying HTML nor can we upload 3rd party custom themes.
