Cover Block Top Margin

I’m new to the Block Editor but understand the essentials. I wanted to add a call out section above my home page site footer and decided to use the Cover Block (at full width) because I wanted the call out section to have a background image with some overlaid call out content. The Cover Block, by default, has a non-zero top margin (but has a zero bottom margin). I would have expected both the top and bottom margin of this type of block to be zero since it will presumably serve as a page section that should neatly butt directly up against both the preceding and succeeding page sections.

If I place a Cover Block below a background-colored section – a Group Block with a background color – you’ll see the margin gap between the two blocks because of the Cover Block’s non-zero top margin. The dimension attributes for the Cover Block includes padding but not margins so you cannot zero out the default top margin height. I have no idea why the Cover Block would have a non-zero top margin. Is there a way to set the top margin to zero on a Cover Block or contain it somehow within another block to accomplish this? Or do I actually have to write some reset css to fix the weird top margin defaults that appear to afflict quite a few page elements (paragraphs, titles, etc.)? I’m using the Russell theme as a starting point. I tried a few other FSE themes but they all appear to have the same margin defaults. Thanks in advance.
