Sites hosted on WordPress.com do not use cPanel for site management so your site sounded like a self-hosted version using the open source WordPress software.
To gain access to the cPanel for your site, please contact your web hosting provider or the developer who help you setup your site.
Please be informed that the staff and members of this forum could only help you out with support topics related to WordPress.com sites but not self-hosted WordPress sites as they’re separate entities and independent from each other.
