I’m sorry, but themes can’t be uploaded to WordPress.com. That’s a feature of self-hosted blogs through WordPress.org.

You may use any of the available themes we have under Appearance > Themes in your dashboard, and you may want to look into purchasing the Custom Design Upgrade to customize one of the themes we offer:

We don’t allow users to use FTP or other techniques to upload themes to WordPress.com.
Instead, you’ll need to select a theme from our wide variety of free and premium themes .
If you’ve bought a theme from another source, you’ll need to setup a WordPress.org blog. You can learn more about the difference between WordPress.com and WordPress.org here.

If by “banners,” you mean advertisements, that won’t be directly possible, no matter which theme you pick.
We do have an advertising program called WordAds, which you read more about at http://wordads.co/
Advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:

Well, if you want advertisements, you’ll need to either sign up for WordAds http://wordads.co/ or switch to WordPress.org http://wordpress.org/
There are no restrictions to running ads on WordPress.org, and you’ll be able to install your desired theme too.
