Create a clickable map linked to several site's pages

Dear all,
I’d like to create a clickable map on my website.
On the map I’d like to put several persons’ names in several cities: my ideas would be that when you click on the picture of one person, the link sends you to an article about this person.
From the article about a person, one should also be able to navigate to a list of articles about all the people living in the same city.How would you do this?
Is Google maps the best tool?
How would you do this in terms of posts, pages and categories?
