Create a Language Menu at the top of the page

I would like to create a Language Menu on my site to link it to a subdomain I created with the same site in another language.
helpers told me I need to do that through CSS.
Could you help?The blog I need help with is: (visible only to logged in users)

the main site is winaypaqperu.org and the other site is en.winaypaqperu.org
I would like to add another menu specific for ENG/ESP separate from the main menu.
Maybe at the top of the page or just below the main picture to the right.
Is that possible with CSS?

Hi, for http://winaypaqperu.org/ I do not see that you have the WordPress.com Premium Plan upgrade, which would be required in order to do this. We can’t create menus with CSS alone. If you just need a single link or linked image to link to the other site, you could put that into a text widget in the footer and then we could use CSS (with the Premium upgrade) and move that widget up and into the header area.
If you need more than one link in the Language menu, then you would need to create a Custom Menu and then assign that custom menu to a Menu Widget in the footer. Again, with the upgrade, we could then move it up and into the header area.
Each site that you wish to do this to would need to have the Premium upgrade.
An option that would not require the Premium upgrade would be to include that link in your main navigation on each of the sites. I do see that you mention not wanting to do it this way.
