If you have a blog on wordpress.com that is set to private and only visible to registered users, there is no way to make people sign up on your blog. You can invite them 1) by sending them an email or invite them 2) by username if they are already signed up. You can refer your visitors to Sign Up, but they would still need to get in touch with you so that you can add them. The best would be to add a contact form to your blog, where people can get in touch you and you can then send an invite to their email. Mind you, by default you can have no more than 35 people signed up, unless you pay a $30/yr upgrade.
