Create a static front page that isn't my blog posts

I want to create a home page before my blog posts page, please help!
For some reason if I don’t have the blog posts as my home page then they just don’t appear on my website?
I watched some help videos on youtube but they are all for the 2012 version of wordpress. So I tried logging in on that version as I presume I have been working on the newer one and it’s not working.
How can I create a static front page?

Go to the WP-Admin area and create a new page (perhaps you call the page “Welcome.” Then go to the Settings area at the bottom of the left tool bar. In the Settings area is a tab called Reading. In Reading at the top you can select what your front page displays. This will set your home page to a static page.
Create another page and you can call it Blog. Go back to the Reading tab in settings and select the Blog page as your posts page.
To make the blog page show on your site you could put a link in your navigation menu near the About Me link. To do this go to the Appearance tab in the tool bar and go to Menus and add the Blog page to the navigation menu.
