    I would like to inform you that customizing design or plugin for free plan is not available. Customizing and Installing plugins functionality is only available for users with a Business plan.

    Whereas, for the Premium themes, We have a dedicated Theme’s support team. You can find the support here: http://premium-themes.forums.wordpress.com/.

    Similarly, for plugins, you can find the support for the particular plugin in its plugin details.

    Sorry, I didn’t intend for anyone to think it was my personal blog that I never used.

    I am well aware that we will have to pay for our needs. I unfortunately can not disclose all I need in writing due to a Non-Disclosure Agreement in writing, I can and would like to speak to someone about some of the details of what our needs are.

    It’s very difficult to help you if you can’t tell us what your needs are, but I can tell you no custom programming is possible on WordPress.com. Regardless of plan, you won’t have any FTP access here, so if you need to do something which involves editing the source code for your site, WordPress.com is not the right platform for you.

    With the Premium Plan you can add custom CSS, for which we provide limited support (we can help with small tweaks to your site’s appearance but we can’t help you completely redesign your entire site), and with the Business Plan you can upload third party and custom themes.

    If you need anything more than that, I’d recommend you look into the self-hosted WordPress option instead:
