I plan to register a domain name ‘xxx.org’ for a website that will include a subdomain, ‘sub.xxx.org.’ Can I register a second domain ‘abc.org to point to ‘sub.xxx.org’?

It would be much easier to give you an accurate answer if you provide the actual domains and sites involved. For example, will the first domain be connected to a WordPress.com site or a site somewhere else? And how about the subdomain?
You can’t have the root and a subdomain of the same domain pointed to two different WordPress.com sites. But you can have the root pointed here, and point a subdomain to a different host.
Or you can have a subdomain mapped to a WordPress.com site, provided the root is pointing somewhere else, and have a different domain mapped to the same site.
