Create an email list from the users profiles

I am trying to create a list of users and their emails so I can send out a mass email. I added extra fileds to the profile using Cimy. I would like to be able to create an email list based on the values in my added profile fields. I.E. a separate list for each state, so I can send a specific email to a user based on the state they live in.
Any suggestions would be appreciated. I do prefer plugins as I am not up on coding in WP yet.The blog I need help with is: (visible only to logged in users)

That is not possible at WordPress.com, and not that it is illegal in many jurisdictions. If you wish to create an email mailing list, use a Contact Form in a separate, static Page.

OK, so if I create a separate contact form and get emails for a list. Is there a way to pull selective records out and do specific mail outs?

Added question. Why would it be illegal to send emails to registered users, if they signed up knowing they would get them?

It is illegal to take people who subscribed to read your blog and then spam them with extra emails. If you say “sign up here for emails from us” or whatever, then that’s fine. It’s consent.

And if I’m not mistaken, in the US it requires double opt-in. Meaning, when a person signs up for a newsletter, they have to confirm their subscription as well.
