create and manage assignable users and passwords

I manage a non-profit website where we need to assign a page and or post on the site for the year that a person holds office for that responsiblity. In the past they have made their own user names and passwords. This has become a nightmare.
So I need to be able to create the usernames and the passwords for each page / post and then each year give that info to the new incumbent for each position.
However, it seems like the email of the creator (me) is tied to whatever user is made if I make it and nobody else can logon because the email doesn’t match – not sure about this but it seems to be the case.
Can somebody please explain to me how to do this so I can create it all but another person can logon using the credentials I provide?

That’s not possible here at WordPress>COM. You require a WordPress>ORG site.
WordPress.com and WordPress.org are completely separate.

2. Set up a WordPress.org install and equip it with a theme and plugins.

4. Purchase a site redirect upgrade from wordpress.com

NOTE: WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
