  Is it possible to create a WordPress blog (I can host it on my site and I know PHP) that any one can not just comment but post blogs on? Psting a blog would require an account and all posts would be moderated.

  Is this possible?

  If you’re thinking of hosting and editing php, you’re in the wrong forum. You need to be at wordpress.org.
