Create custom homepage for blog without templates

I am a complete noob with wordpress and have recently started using it.
My question is this:
Can you make a homepage without the use of any templates which links to your blog (or index.php)?
Well, the idea is this, if you open my blog you get two links. Clicking on one would open my blog (the real site made with templates) and clicking the other leads you to my contact page.
Can this be done?
I have searched the internet, there are a few examples but they show some aspect of the posts, categories,etc… being included. which did not work for me.

I’m not quite sure what do you mean by “without templates”. You can’t strip a page bare of any wordpress elements, not here at least. You would need to custom design it or better yet, host your own site and tweak the index.php however you like it.
What you can do though, as far as a wordpress.com blog is concerned, is to set up a static front page with the links you want. One could link to your about page and one could link to your blog posts. Try creating a new page and then go to Settings>Reading. Then work on cleaning that new front page. Some themes allow pages to not have widgets.
