  Hi – I am looking to create a blog/newsletter as part of our marketing efforts. I want to create mailing lists that I can push out updates and notifications to. Is there a plug in for wordpress that will allow that?

  Have you looked over MailChimp? https://en.support.wordpress.com/mailchimp/

  All available plugins on WordPress.com are already built in and you don’t have the option to install third-party plugins here.
