Create new account/username using existing WordPress URL under my account

I created a test website for someone a few months ago. I didn’t use the “create username” option at the time because I wasn’t sure if they were going to create a different account or use a different username.
Now, they want to use the URL I already created to create their new account. Is there any way to now create the new account using the existing URL I already created the site under?

Username accounts are never deleted here. There is a means of creating a new username account with a different email address when logged out of WordPress.com. Then make the new username account an Admin of the blog you want to transfer to that account and use the process to transfer the blog.

Thank you but the username they want to use is the current URL of the blog that is under my account.
For example, my username is regenroxx. I created a site that has the URL: samplesite.wordpress.com. When I created the URL, I didn’t use the “create username” option. Now that is what I need to do. They want to create an account that has “samplesite” as the username. Is there any way to do that at this point? Once I create the account, I know I can transfer ownership of the site but I can’t even create the account right now because the URL already exists under my account.

I’m sorry but that’s not possible.
Blog names are the same as usernames for the most part. Usernames can be turned into blog names, but blog names cannot be turned into usernames. You can register any other username and move your blog to it following the guide at http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account but you won’t be able to register the username that matches the blog. https://en.forums.wordpress.com/topic/cant-change-username-because-i-use-same-display-name?replies=5#post-694997
