Create online scheduler?

I would like to add an online scheduler, or at the least an appointment request email form to my wordpress website and am not able to add the plugins I found online due to not having a ‘Plugin’ option in the menu. Apparently WordPress likes to manage all the plugins available? Any suggestions?

While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:
You should be able to use the contact form for what you are trying to do as far as a request email:
