  Start by reading the FAQ:

  Do note that WordPress.com is a blogging service, not a web page design tool. If what you want is to blog, then you can just register a blog and start typing right away. If you want to change design, that is very limited here and you’re well advised to read a lot more about Templates and CSS in the FAQ before you do anything.

  If you want to hire someone to teach you how to blog, that’s probably available as well, but these are the technical help forums and generally restricted to specific problems. It’s always good to do a search of the FAQ and the forum for your specific question to see if it has already been answered.

  wordpress.com is not a web site development tool. It’s just a blog software. There are ‘themes’ for you to choose from that have already been design by other people. All you need to do is create the content.

  If you’re interested in creating websites from scratch, then wordpress.com is not for you. You’re better off reading some web design tutorials.
