Create Plugin in Beginner Level

  I am using Beginner level right now and need to create own Plugin.
  Does Plugin feature is available Beginner level?
  Or, I have to upgarde to Premium level.

  Hi there. There is no “Beginner Level” on WordPress.com and we cannot install plugins on WordPress.com. There is no upgrade that will enable you to install plugins. http://en.support.wordpress.com/plugins/

  If you want to use plugins you’ll need to buy your own domain and hosting and set up a self-hosted site using WordPress.org.
