Why does it say that it is free but I had to pay $4 a few days ago. Now it says I have to pay $20.62 before moving on.

Sites are free with a subdomain address ending in .wordpress.com. If you want your site to have a custom domain address then you have to pay.

I see that you originally registered a domain on your site. So you own the domain, and it’s loading your WordPress.com site. But in order to set the domain as the primary address of your site (so that it doesn’t redirect), you will want a WordPress.com plan.
We have several WordPress.com plans that are designed for different needs. May I know more about your site? What’s the site for, and what features do you need on it? Are you looking for any particular tool, or is it just a personal blog where you’ll share your thoughts and opinion on something?

Thank you for your assistance. I thought sure I chose the WordPress.com and paid the $4. This is a personal blog like my other one (From My Heart to Yours) but it was so many years ago and I think my granddaughter helped me so I am very confused as to how to proceed. Please advise.

I see you recently bought a domain name for something close to $4. If you visit songbird69.blog—which is now your name for you to use it with any service—it currently redirects to the free site.
Do you want to buy upgraded hosting for it too? That would allow you to replace the free address with your domain name, instead of just redirecting. It would remove ads, and you would get direct support, plus other features. The Premium plan would let you access chat-based support:
