Create subscriber list or other functionality

    I am creating an HOA website for our Homeowners association to replace an app currently in use. The site will have a public view and will also have a private view for subscribers (homeowners). I need some type of functionality that creates a “directory” of each homeowner with their name, email, street address, and phone numbers. It would also be helpful if there was an additional field for emergency contact information that was only visible to the HOA Board members. Second, I need the ability to “push” emails to all subscribers/homeowners. Fairly new to WordPress – couldn’t form my questions in a way that I could find answers in the online support.
