Create subscriber list or other functionality

    I am creating an HOA website for our Homeowners association to replace an app currently in use. The site will have a public view and will also have a private view for subscribers (homeowners). I need some type of functionality that creates a “directory” of each homeowner with their name, email, street address, and phone numbers where each homeowner has the ability to update their information/record. It would also be helpful if there was an additional field for emergency contact information that was only visible to the HOA Board members. Second, I need the ability to “push” emails to all subscribers/homeowners. Fairly new to WordPress – couldn’t form my questions in a way that I could find answers in the online support.
