I want to create a website
NOT A BLOGIt seems that the program keeps pushing me to a blog.
I know html and a link to the root directory is what I am looking for. That is I want to upload webpages I have created offline to a website.
preferably I would able to use and FTP program such as WTS FTP to upload my pages. (Far less apealing is an admin web interface.) -

A blog is a website. The difference between blog and website is simply structure and semantics.A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.
Any WordPress blog can be restructured from being post based to being page based – no upgrade required. For greater clarity read > http://en.support.wordpress.com/using-wordpress-to-create-a-website/

If that’s what you want and need hire web host http://wordpress.org/hosting and set up a wordpress.ORG install.
We provide support only for sites hosted by wordpress.COM and no others.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
Resetting your WordPress.ORG password http://codex.wordpress.org/Resetting_Your_Password
WordPress.org support docs are at https://codex.wordpress.org/Main_PageSee also https://apps.wordpress.org/support/

I realized and understood before posting that a blog is a form of a website.
Your comments about freeform websites being static etc is a limited and incorrect view.
I want to be able to update and re-orangize pages – to change the order the placment and the flow.
Perhaps someone else actually understands my question and can direct me as to how to escape the fixed time based format of the blog.
