What type of site are you planning to build, and what features are you looking for?
As @themagicrobot said above, you can create and host your site directly here on WordPress.com. On our Pro plan you’ll be able to do just about everything you’d be able to do at another host, and our hosting includes security, backups, automatic software updates, and support, all of which tend to be premium add-ons at other hosts.
If you’re sure you want to host your site somewhere else, then building it here and transferring to another host isn’t the best option – we use a modified version of WordPress on WordPress.com and on our free plan you can only export your site’s content (posts and pages), not the design and settings.
In that case, the better option will be to install WordPress locally on your computer and developing there. You’ll be using the open source WordPress.org version for that. You can find their documentation on how to run WordPress locally here:
