Hi, I would like to start creating a WordPress website before adding an existing domain. Is that possible?
I don’t have a site linked to this WordPress.com account

Yes you can start a new free site at any time here: https://wordpress.com/start/
When setting up your new site, skip the suggestion to add a custom domain for now, and simply chose the free “wordpress.com” site address option. This will allow you to set up the site using a temporary address that we provide.
When you are ready to launch your site at your existing domain, let us know and we can walk you through the process of getting that set up.

Looking at your username, I just thought I should mention that we do have some restrictions on the types of content we allow on WordPress.com, and in particular, hemp and cannabis-derived products, among others, cannot be sold through an online store hosted on our servers:

So if you were planning to create a site to sell products like those, I’m afraid you wouldn’t be able to host it with us.
In that case you’ll need to use the open source version of WordPress at another hosting provider. You can find information on our recommended hosts here:

Though you should also be aware of the following if you plan to use that plugin for selling hemp products:
