Creating a discussion board/forum

Why does WordPress not offer a widget or plug-in allowing bloggers to install a discussion board or forum on their site, particularly if they are trying to developing a community on commenters and posters? The comments posts are not very user friendly in terms of allowing viewers to continue a topic of discussion, respond to one another, or search for comments and discussions pertinent to their questions, etc. A discussion board or forum plug-in or widget would be extremely helpful and generate much more traffic for my blog as I could post/create topics and let viewers generate future and on-going discussions.
