Creating a menu in header of blog

Hello,
I am fairly new to WordPress, so you will have to forgive my inexperience. I am in the process of designing a company website, and at the top of the page, I would like to create a drop down menu that says “Choose a state” and then has options of different pages once the link is hovered over. I have created the menu, but I do not know how to get it at the top of the page, nor do I know how to make it drop down.
I am using ThemeMin as the selected theme.
Suggestions, anyone?

We Volunteers cannot view private blogs and it’s not likely we could help you in any event, as your theme is a premium theme and we Volunteers answering questions on this forum have no access to or knowledge of how they are designed to operate. When you purchased your premium theme what came with that purchase was support directly from the theme designer in the Premium Theme Support Forum. There is a link for the specific Premium Theme support forum under Appearance -> Themes in your blog’s Dashboard , but do note that the premium theme must be active and you must be signed in as the user who purchased it in order to see it.I don’t know if these will help or not but the instructions for creating custom menus on free themes are found here > http://en.support.wordpress.com/menus/
