Creating a menu in the Header underneath the featured image

Greetings and a big thank you for any response.
I’m trying to create a menu to appear in the header of the site above and also to have the site title appearing across the featured header image.

Syntax‘s primary menu is tucked behind a tab on the left side of the screen. Click the open menu icon to see it
A second, single-level custom menu is located in the site’s footer.

I’m aware of where the theme menu locations are but they’re are only two as you say the primary tucked to the left and on the footer but as I stated in my submission that I’m trying to create a new menu location in the Header area.
