Creating a new website for our college.

I’m needing to set up a new website for our current website (tm.edu). Is there a way to do this without purchasing a new wordpress account until we are ready to switch over?
The blog I need help with is: (visible only to logged in users)

Sure thing! You’re welcome to stage your new site with us before pointing the domain here. That way your current site can stay “live” until your new one is ready.
If you know you’ll need a plan for its features, I’d recommend getting that so you’ll have our direct support, too:
https://wordpress.com/plansThen just avoid using the domain options until you’re ready, and then you can map or transfer the domain.
