Creating a new website with purchased domain asking for a monthly fee

Hello,
I purchased a new domain on GoDaddy.com and I’m trying to transfer it to a new website I’ve been hoping to make today. However, at the ‘Create a site’ stage it is claiming that if I transfer the domain that I would have to be paying a monthly fee?? I thought WordPress was free as advertised?? This wasn’t a problem when I made my first website so why must I be paying when I don’t want any of the premium tools? Am I missing a step here? All the tutorials I see online are from 2013. Would appreciate some help.

You can (you already have https://artfennec.wordpress.com/ ) create a free site here at WordPress.com that has a subdomain ending in .wordpress.com or home.blog or similar. If you wish to map your new GoDaddy domain to a WordPress.com site a Personal plan or higher is required. Upgrades are charged annually in advance. There are currently no monthly payment plans at WordPress.com.

So is the first mapped domain free while I have to upgrade to the personal plan in order to map a separate website? I was never charged an annual fee for the first website (didn’t mean to say monthly, my bad). I’m already paying for the domain on Godaddy, so why must I pay another subscription to transfer it?
Also whenever I try creating a new website there’s no option to end it in wordpress.com. It just offers poetry.blog for free.

We offer you a free WordPress.com subdomain when you create a site with us. That’s what you have now at artfennec.wordpress.com
If you want to add your own domain on top of that, you need to upgrade to a paid plan. The plan will then either allow you to connect the domain here while keeping it registered with GoDaddy or to transfer the domain registration to us entirely, or to register a brand new domain directly with us.

We have always charged a fee for using your own domain with a WordPress.com site.
I’m already paying for the domain on Godaddy, so why must I pay another subscription to transfer it?
The payment you made to GoDaddy to register your domain does not pay for the service we provide you to host your site at that domain.
Additionally when you transfer a domain to us, it costs us money, as we have to pay the registry to move the domain from GoDaddy’s control to ours, on top of which we also renew the domain for an additional year once the transfer completes.

The free .blog subdomains work exactly the same as the free WordPress.com addresses, and if you plan to add your own domain from GoDaddy that free address doesn’t really matter as it won’t be visible to your site visitors.
But if you want to specifically have a WordPress.com subdomain, make sure to select the Professional or Business option on the first step – if you select the Blog option, our system will suggest a .blog subdomain based on whatever other options you picked during the signup process.
