Creating a Sticky

Is there a way to make a post a “sticky” so that it always stays at the top?

You can only do this by continuously updating the timestamp, everyday. Or you can make a static page, where the post is what people always see whenever they go to your blog.

Could I create a post giving guidelines for my blog and then create a text widget for new people to read with a link for them to click to go to that guidelines post?
I’m speaking a language I really don’t understand here…
If this is possible, could someone please provide with instructions on how to do this?

If your setting up guidelines then you could set up
a page then you won’t have to worry about it getting
lost in the posts an yes you can set up a link in the text
widget… -
Put the Guidelines info on a new Page (Write New Page in your Dashboard) since the theme you are using supports adding Pages. It will then show as a new Tab along the top of your blog. Then you could use a text widget to link to the static Page.
