creating a website

hello,
we are a business that offers payroll and human resource services. we would like our clients to be able to log into their account on our website (have a log in button) as well as a button to request a quote from us by new / potential clients. we would also like clients to be able to download any type of documents they may need through the portal they sign into. is that possible to create using wordpress?

It sounds like you would want a WordPress site with a membership feature. With that, your clients would have login credentials and you could set permissions for the various levels of membership (if multiple levels are needed) that would control what documents can be accessed by each level.
To do that above here at WordPress.com, you would need the Business Plan, which would allow you to install a Membership plugin. This is the one that we recommend and that works here.
