  I want to use wordpress to make a website but I already have purchased it elsewhere with hosting, can I make the website with wordpress without transferring it here?

  I don’t have a site with WordPress.com yet

  Basically you can run your own copy of the free WordPress software: you supply the hosting, and you also take care of maintenance and what not. It’s DIY. But if you need help, the web is your oyster: there are resources at https://wordpress.org/support/forums/ as well as on various other sites around the web.
