Creating a .wordpress domain for secondary

  Dear Support
  Im a member of a school class, which has the blog 2express2.wordpress.com. Users of this blog want a smaller URL. We’re collecting money for 2express.com, but until then, we’ll have this problem further. So we want to create a new .wordpress.com domain. As we tried that, there were some errors. Is there any possibility to do this, or do we need the 17$?
