Creating a WordPress Wiki

Recently I was looking at the possibility of setting up a WordPress site as a Wiki. I have only just begun this but so far it seems that a Plugin is needed and so far, the ones I see seem to have problems or cost some amount of money I do not have.
Does a WordPress site have the ability to be turned into a Wiki or should I look elsewhere? -
That’s not possible here at WordPress.COM. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes on blogs hosted by WordPress.COM like yours.
If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
