    Hi,

    Can I create a WP Premium Site for a client and then transfer it to them when it’s ready? If yes, what are the steps?

    Yes. Have your client register a username account only using his/her email address. Then add him/her to the blog https://en.support.wordpress.com/user-roles/#adding-users-to-your-site by making him/her an Admin. https://en.support.wordpress.com/user-roles/#administrator

    After doing that you can transfer the blog to her username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
