Creating my blog

I currently have a blog address that I would like to change. When I click change blog name and type in the nae I want, designyourlife, it doesn’t say that it’s in use. SO I continue with the process and then when I click ok, it says ‘Sorry, that site has already been used.’ Does this mean even if this isn’t currently a wordpress blog address name I still cannot use it because it was already used at one time? Can I request to use this blog name since no one is currently using it?

Deleted blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
